Templates

You can usually find some great CSS templates at freecsstemplates.org. They're easy to download and plug right into Dreamweaver where you can edit them to your heart's content.

If you're using Joomla, Drupal or WordPress for your site, Artisteer can help you create templates that plug right into those content management systems.

Flash

Looking for less expensive alternatives to Adobe to work with Flash? Check out Sothink Software. Tools include SWF decompiler and SWF Quicker that edits SWF files directly.

Images

I don't tend to use a lot of photos in my sites but when I need a stock photo, fotolia.com usually works pretty well and their costs are as low as $1 per image. I've also found some nice icons at IconShock.com

Logos

Logomaker.com lets you make decent logo in about 10 minutes and you can currently get a free version of the logo for use on a website. If you want to use the logo in print or you want the high-resolution version, you'll need to pay their usual fee. It's a great way to get started quickly without spending a lot of cash on a logo.

Quizzes

One of the best tools I've found for creating interactive quizzes is Wondershare's QuizCreator
