You can usually find some great CSS templates at freecsstemplates.org. I don't tend to use a lot of photos in my sites but when I need a stock photo, fotolia.com usually works pretty well and their costs are as low as $1 per image. I've also found some nice icons at IconShock.comLogos
Logomaker.com lets you make decent logo in about 10 minutes and you can currently get a free version of the logo for use on a website. If you want to use the logo in print or you want the high-resolution version, you'll need to pay their usual fee. It's a great way to get started quickly without spending a lot of cash on a logo.Quizzes
